This is partly the reason for the low level of competitiveness of economy in WBC, on the other hand the low level of quality in regional enterprises allows meaningful and quality feedback to the universities. The wider objective, and the main goal of this project, is to improve regional quality in order to increase competitiveness of local economies and to improve the quality of life in the region of the WBC. The low level of quality management systems, quality of products and processes, and the low number of certified companies, according to ISO 9001 and other standards, are one of the weak points of WBC economies.
The first step will be analysis of the experience of EU partners in the field of improvement of QMS and the establishment of relations between Universities and enterprises. The main idea is to define training programs, procedures and models that will generally meet the needs of WBC countries. The starting point will also be further development of existing analysis in the defined regional fields and priorities. Respecting National strategies, the focus in Montenegro will be in quality of services in the tourist industry (covering all necessary management systems starting with ISO 9001, ISO 14001, HACCP and others). The focus for Serbian partners will be on food quality and quality in the metal processing industry (HACCP, ISO 9001, CE mark, TS standards). Finally the focus for Bosnia and Herzegovina will be on quality of services. It is necessary, starting from EU experience, for local priorities and local needs to define the most suitable model for improvement of the quality level in regional enterprise.
The enhancement of capacities of WBC Universities is very important. This enhancement will be fulfilled in several different directions. The first one is the training of academy staff from WBC partner University centers for quality. This training will be provided by EU partners in order to increase the level of knowledge of WBC partners and to provide grounds for their certification as certified QMS professionals. This training will also provide the basis for further training in industry, because this step is actually the training for trainers. The second step is to develop appropriate training programs for professionals from industry. According to the needs of local enterprises, the level of knowledge of their employees and the target management system that will be introduced, it is necessary to develop training programs and prepare training materials.
Each center will provide training for people from enterprises in specific fields and will have a key role in preparation of training and teaching material

  • University of Montenegro - Preparation of training and teaching material in the development and implementation of Environment protection Management Systems ISO 14001 (EMS), and quality in tourism and industry,

  • University of Belgrade - Preparation of training and teaching material in the field of safety of food (HACCP) and quality of services,

  • University of Kragujevac - Preparation of training and teaching material in the development and implementation of integrated management systems (QMS, EMS, OHSAS and HACCP),

  • University of Bosnia and Herzegovina, Preparation of training and teaching material in the development and implementation of QMS – Quality Management System, according to ISO 9000:2000 (JUS ISO 9001:2001), for the University of East Sarajevo including the Faculty in Trebinje and the University of Zenica (Metrology and other related topics).

After preparation of training and teaching material the WBC partners will exchange their material. The result will be a comprehensive base for teaching and training material in the field of quality management systems and integrated management systems.
The purchase of equipment that will enable ? world class training environment for professionals from industry is very important. By enhancement of the potential of the WBC partners’ quality centers, some of them will be certified for QMS, in addition, different modalities for regional cooperation will be explored and stated. The main role of these centers will be:
  • Development of an open network of competent centers as the basis of a new knowledge infrastructure of quality

  • Increase of competency and competitiveness of network and trainers for quality.

  • Increase of economy of quality through increased effectiveness and efficiency of quality management

  • Development of courses for training of experts from industry, in the field of quality

  • Organization of workshops for experts from industry, the production and service industry, and government,

  • Organization of different trainings, and seminars,

  • Resource centers (with literature, ICT infrastructure, support for development of e-learning material for LMS - Learning Management System and other support…)

  • Providing support and consulting in the field of quality, quality assurance, standardization, accreditation, CE mark, and CAF,

  • Monitoring and evaluation of training needs and development of programs and training for professional development.

  • Exchange of professional experiences and ideas.

  • Accreditation of lecturers in different fields of quality studies.

After the development of all necessary preconditions, the training and preparation for certification of the ISO system in regional enterprises will be performed. As an extension of the previous steps, the development and harmonization of services for all WBC will be carried out. After that, training for managers and engineers from enterprises will be implemented in order to increase knowledge level and prepare companies for accreditation, according to selected ISO standards. Permanent education of employees from enterprises should contribute to the raising of the quality of middle and lower level engineers and managers in enterprises. All developed courses will be converted in e-form and placed on an e-learning LMS system in order to support dissemination between partner institutions and to raise the level of quality. The target group for training, in the field of quality, will be employees from business entities.
After the training, experts, managers and engineers from enterprises will prepare their companies for accreditation, under supervision of mentors from WBC universities. According to the selected companies and objectives, the following management systems will be targeted: QMS – Quality Management System, according to ISO 9001, Environment protection Management Systems ISO 14001 (EMS), ISO 18001 (OHSAS), HACCP.
This stage, preparation, and eventual certification of the companies will provide material for evaluation of results of training as well as feedback from trainees and management of the selected companies. The results from the training, as well as the results in preparation for certification, will be used for improvement of the selected courses from University study programs. These steps will ensure improvement of the quality and competitiveness of regional enterprises, and this will contribute to enhancement of University enterprise cooperation. In order to improve this cooperation, a number of workshops will be organized for owners and top management of the companies with the aim of increasing awareness and presenting the importance of introduction of QMS and for improvement of quality of products and processes in the regional companies. Increasing quality will be presented as an important pre-condition for participation in the EU and world market. Improvement of communication and closer cooperation with the local environment, companies, unions of employers, and chamber of commerce will be essential and have an important place in the project in order to open communication channels for information and dissemination of results, on the one side, and provide feedback, on the other. One of the specific tasks will be the development of a regional repository of knowledge, training courses, and services that will provide the resources for both the academy and enterprises.
The key milestones in this project are:
  • Developed training programs

  • Trained academic staff

  • Trained experts from enterprise

  • Number of companies prepared for certification

The issue of quality assurance as well as the quality of project outcomes will be addressed in different ways. The first approach in quality assurance will be the development of a working group for quality as well as a quality procedure for monitoring and assessment of all processes and project outcomes. The external quality auditing will also be performed in order to assure a high level of quality in the project. On the other hand, the results of the project will be evaluated, through possible certification of the ISO quality management system for selected companies, as well as through certification of quality for regional Quality centers. In other words, all target groups will be the subject of quality control and possible accreditation (in mentioned cases).
The important objective is enhancement of university – enterprise cooperation and collaboration, through a number of activities such as: Organization of workshops to promote the importance of quality management in the public and private sector as well as development of better relations with the local environment, unions of employers and other stakeholders. The developing of a DB repository of knowledge, training courses, services and legislation will provide the basis for dissemination of knowledge, ideas and integration of initiatives in the WBC area. This will provide a full basis for an extensive dissemination process and provide the necessary pre-conditions for project sustainability.
Full attention will be directed to the set of dissemination activities as well as activities that will provide project sustainability. An awareness campaign will be performed, a register of training and services for WBC will be developed, as well as establishment of a WBC association.
The target groups will have a number of benefits: trainees will improve their knowledge and skills and have the preconditions to take new improved working positions in their organizations; selected organizations will improve their performances and the level of quality of their products and services as well as certification for specific ISO standards; universities will have the opportunity to upgrade their study programs and to include specific topics that will add value to their study programs, and finally produce students with specific knowledge and skills for the market. The network of Centers for quality will get additional experience in education and the training process, in consultant activities in different areas, as well as experience in project management. In broader context, this project will enhance the quality and efficiency of the economy, human resources, and education; form a sound basis for a dynamic knowledge-based economy and contribute to greater social cohesion.
