Quality is a very important issue in different fields such as quality of products and services, quality of education, quality of food, quality of the Information society, quality in tourism, quality of water and the environment etc. A number of European documents are dealing with different aspects of quality. No. documents (Lisbon, Sorbonne, Bologna, Prague, Berlin, Bergen and London declarations and communiqués) define the necessary steps and measures that will eventually lead us to a knowledge-based society and economy, having in mind the quality of education. Other documents such as The future of work and quality in the Information Society: The media, culture, graphical sector, International Labor Organization 2004, deal with quality in the ICT sector. Other European documents and reports deal with quality in the metal industry, food processing industry, and tourism (The Steel Industry in the EU: Changes and Possibilities, Competitiveness of EU tourism industry - Study for European Commission Directorate General for Enterprise and Industry).
Specific EU documents such as QMS Manual -Office for Harmonization in the Internal Market 2012 provide a framework for further harmonization and convergence of practices, within the EU and with external partners, and for increasing quality, timeliness and accessibility to the trade mark and design system.
In the area of the WBC the need for a higher level of quality in all aspects of business and life is even higher than in the EU. Long-lasting political instability in the Balkan countries has left the region far behind the fast developing EU countries. There are indications that accession countries enjoy lower subjective well-being than is predicted by objective indicators in comparison to EU member states (Project EEA/RNC/03/0014).
A number of documents and reports from WBC show that these societies the recognize need for fast improvement of quality in all aspects of the economy, life and society (MNE Country Report 2006, Regional Development Strategy - Republic Of Serbia 2007 – 2012, MNE Government report: Quality of corporative management and influence on enterprises’ profit in MNE 2011, Improvement of culture of Quality in Bosnia 2010.). There are objective parameters that show that WBC countries have fewer experts educated in the field of quality, quality management, and quality engineering. It is also clear that the number of certified enterprises (ISO 9001, ISO 14001, ISO 22000 HACCP, CE mark, ISO 17025 and/or ISO 17020) in this region is far below the European average. The total number of certificated companies in this region is less than 1% of the total number of organizations.
The QMS & CE Mark requirements for an EU market distributor is a new, high barrier for enterprises from WBC. Confronted with the system inefficiencies of their economies as well as the global economic crisis, WBC lack knowledge, procedures, and integrated management systems (as well as specific standards HACCP, or automotive industry standards) to be competitive.
It is clear that the whole region needs faster regional development and improvement of quality as a precondition for faster economic development. Partners from this region, MNE, SRB, BIH, need improvement of cooperation in many different fields, but according to their national strategies (National strategies for economical growth and development for these mentioned countries) the specific selected objectives are: production, the food processing industry, agriculture and tourism. This improvement of cooperation should be accompanied by raising awareness of importance of quality for the improvement of competitiveness in small and medium size companies, in the field of production, agriculture, the food processing industry, tourism, public services and government. This process will lead to improvement of entrepreneurship based on the quality of organizations and quality of products, an increase in the number of employees by improving quality of organizations and quality of products, and an increase in competitiveness of business entities in the region. Quality is the key to a company’s success, and quality management systems allow organizations to keep up with and meet current quality levels, meet consumers’ requirements for quality, retain employees through competitive compensation programs, and keep up with the latest technology.
This project has the aim of improving the level of quality in companies and enterprises in the WBC countries, by selecting and adopting the best EU practice in university – enterprise cooperation, and by providing training, guidance and support for professionals from enterprises. The concept of continual professional development in the field of quality has to ensure coherency between education, continual education and all forms of education and learning (formal, non-formal and informal learning). Trained professionals from enterprises, with University support, will provide the basis for the preparation of a number of enterprises, for certification of different QMS or even integration of different QMSs.
QMS and a method to measure results could help in achieving permanent high standards. Improved knowledge of professionals (quality engineers and quality managers as well as top and medium managers) and certification of companies will improve the quality level of products and processes, increasing competitiveness of WBC companies in the EU and world market, creating a number of impacts on the economy and society the as a whole.
Further improvement of quality in all fields of the economy and life should be carried out by people with the most sophisticated scientific knowledge in different disciplines of quality management. In all Universities in this region, there is a need for upgrading study programs, based on feedback from industry specific knowledge and skills, in the fields of quality, quality control, quality management, technology management, IMS ...
